Carl is a 3rd generation horseman who has dedicated 24 years of his life to the study of the equine mouth. He is the country’s leading practitioner in the dental issues of miniature horses. The AMHA (American Miniature Horse Association) and countless customers will testify to his expertise – this man has saved horses’ lives.
Carl is just one of many Texas residents whose livelihood is at risk because Dewey Helmcamp and the Texas Vet Board decided that only vets can do basic dental care on horses. This was a non-issue for over 100 years of Texas history.
Of course, the TSBVME got Carl’s (and other’s) information not from consumer complaints, but from a Google search! Contrary to how the case is represented, that’s where it started!

spoke out at this rally that they support the right to choose the care of their horses.
A few Points about the whole thing:
- According to our souces, Lt. Governor David Dewhurst utilizes the services of a non-veterinary Equine Dental Practitioner! We’d like to know his opinion!
- The Texas Vet Board instead changed the definition of Dentistry in 2005 – suddenly making the professions of an estimated 300+ Texans a felony.
- The Texas Vet Board decided that regardless of continuing education hours (the same education hours vets use to maintain their status), IAED certification (a standard used by some states and countries for licensing), that because Carl and others do not have a degree that says they can work on all animals breathing, they obviously can’t know how to help a horse.
- The Texas Vet Board has veterinarians testify that you, the horse owner, aren’t smart enough to realize your horse has rabies, and not a tooth problem.(Testimony from Dr. Vickers, Ag Committee Hearing)
- The Texas Vet Board wants your veterinarian to make ALL of the decisions concerning the health of your horse.
- The Texas Vet Board is monopolizing the animal health care industry.
- The Texas Vet Board must think you’re too stupid to make quality decisions about the health of your animal.
- They’re doing this quietly, and under your noses. Texas has a documented shortage of large animal providers. The veterinary community found out that working on teeth is very lucrative. It’s about money, not about providing the best options possible for the health of your horse.
